Ceridian Introduces Unique Technology Features For Affordable Care Act Compliance

Dayforce Human Capital Management Effectively Tracks Employee Hours & Benefits Eligibility

Minneapolis, MN, October 7, 2013 – Ceridian announces unique features in the Dayforce HCM application for Affordable Care Act compliance. With the Employer Shared Responsibility mandate taking effect January 1, 2015, employers with 50 or more full-time employees will have to offer health care coverage that is both affordable and of minimum value, or risk paying a hefty penalty.  Accurately identifying which employees qualify, particularly those employees who work variable hours is a challenge.  Technology that efficiently and precisely tracks and records employees’ hours will be critical to ensuring that employers do not fall out of compliance with the ACA.

In accordance with ACA provisions, Dayforce HCM allows employers to:

  • Determine benefits eligibility & offer enrollment to variable hour employees who work more than 30 hours per week or 130 hours per month on average during the initial measurement period. This calculation can be based hours in either Time and Attendance or Payroll.
  • Trigger benefits enrollment for newly hired variable hour employees when they exceed 30 hours per week or 130 hours per month on average during a measurement period.
  • Classify a position as ACA Full time to simplify benefits eligibility determination.
  • Include an electronic Employer Notice of Exchange in the new hire’s first day guided process to be compliant with ACA requirements.
  • Enforce employee cost at 9.5% of W2 income as part of the payroll calculation.

“As a single application for human capital management, Dayforce HCM can help alleviate compliance concerns associated with ACA,” says Eric Schuster, director of product management at Ceridian.  “With one rules engine and one database for Time & Attendance, Payroll, Benefits and Human Resources, employers can be confident that they can meet the provisions of the ACA appropriately and immediately, based on hours worked in real-time.”

Dayforce HCM transforms human capital management from a collection of disparate systems reliant on fragile interfaces to a single, robust, real-time application with one employee record, one user experience and zero interfaces. Dayforce HCM enhances employee engagement and productivity, while greatly reducing administration time and costs. This single application includes Payroll, Workforce Management, Benefits, and Human Resources. Dayforce Payroll enables employees to view, edit, fix and preview payroll in real-time, enabling employees to be compensated accurately and on time, and eliminating batch processing and trial runs. Dayforce Workforce Management allows managers to plan and forecast labor requirements, aligns schedules with labor demand, and allows for accurate time tracking and compliance.  Dayforce Benefits manages employee enrollment, calculates eligibility and supports an unlimited number of plan types to administer accurate, compliant and accessible benefit plans across the organization. Dayforce HR Self-Service increases manager productivity and employee engagement by allowing mobile access to view and make changes to status through approved workflows, and to manage schedules through shift trading, availability management and time-off requests.
