Feel confident about 2010 year-end payroll processing

Be aware -- and prepare 
The issue of health care reform is a major concern for employers. "Payroll professionals are challenged to understand what the law is and what the IRS is expecting," Kukas says. "The specifications for the 2010 W-2 have been made. But going into 2011, employers will see many more changes as health care reform progresses and if there is continued legislation compliance around the HIRE Act." 

Changes to the 2010 IRS form W-2 
The U.S. Hiring Incentives to Restore Employment (HIRE) Act (often referred to as the "jobs bill") provides tax credits to employers that hire individuals who have been out of work for a specified amount of time. Qualifying employees must have been hired after February 3, 2010, and before January 1, 2011 --- and the tax incentives represent hard dollar savings for employers. 

"Remember, you can only take advantage of this tax credit in 2010," says Jill Barber, Ceridian Compliance Manager for Regulations. "Credits must be claimed during the quarter in which the eligible wages were paid; otherwise, an amendment must be filed. Also, W-2 reporting is required. If you have been claiming the credit and tracking it all along, it's just one more data point to review for Box 12 on the 2010 W-2. If you haven't, you might have some work to do." 

Prepare for 2011 PPACA requirements 
Many employers have questions about the Patient Protection and Affordable Care Act (PPACA) provision that requires all employers to disclose the value of an employee's health coverage on the employee's W-2 beginning with the 2011 tax year if coverage is sponsored by the employer. The IRS recently issued Notice 2010-69, which relieves employers of this reporting responsibility for 2011. This is a welcome break for employers -(need more). 

Year-end tools and resources 
"Our goal is to make year-end payroll processing as painless as possible," says Cherylanne McElhinney, Ceridian Client Training Team Lead, "We teach customers that it pays to start early. When you're organized and plan ahead for year end, you have the time to double- and triple-check any new changes to the process.
