Executive Brief: Ceridian analyzes COBRA enrollments in light of a premium subsidy in ARRA
Ceridian recently analyzed COBRA enrollment activity since the U.S. government initiated subsidies for health care continuation coverage for displaced workers under the American Recovery and Reinvestment Act (ARRA) of 2009. The act was signed into law on February 17, 2009 by President Obama.As the largest provider of COBRA administrative services in the nation, Ceridian has collected and analyzed data that is generally representative of the COBRA experience for all U.S. workers across all demographics. This executive brief provides some analysis of the election rates experienced and also describes some complexities in the law that may have discouraged participation unintentionally.
